Note that the last folder containing the build number of the tool may be different for you. You may also need to hide some folders to access the above path.
Step two: Right click on software_reporter_tool.exe and select Properties.
Step three: Click the Security tab, and then click the Edit button.
Step four: Remove all user groups and user names from the list by first selecting them and then clicking Log off.
This essentially deprives the instrument of all its privileges and prevents it from working.

If you don’t want to interfere with permissions, you can simply delete all files in the above directory and it will have the same effect.
Remember that the tool will reappear the next time you update Chrome.

If deleting files also makes you uncomfortable, you can easily change Chrome’s policy in the registry editor.
Step one: Press Windows + R, type Regedit and press Enter.
Step two: Go to the following folder
Software policy ComputerHKey_Local_MACHINES
Step three: In the Policy section, go to Google and then Chrome. Note that you may need to create these folders if they do not already exist in the system.
Step four: Right-click in the right pane, then select New and create a new DWORD(32-bit) value.
Step Five: Name this key ChromeCleanupEnabled.
Step six: By default, this key is set to 0, which means that the tool is deactivated. You can set the value to 1 to activate the tool at any time.
